We study mechanisms for an allocation of goods among agents, where agents have no incentive to lie about their true values (incentive compatible) and for which no agent will seek to exchange outcomes with another (envy-free). Mechanisms satisfying each requirement separately have been studied extensively, but there are few results on mechanisms achieving both. We are interested in those allocations for which there exist payments such that the resulting mechanism is simultaneously incentive compatible and envy-free. Cyclic monotonicity is a characterization of incentive compatible allocations, local efficiency is a characterization for envy-free allocations. We combine the above to give a characterization for allocations which are both incentive compatible and envy free. We show that even for allocations that allow payments leading to incentive compatible mechanisms, and other payments leading to envy free mechanisms, there may not exist any payments for which the mechanism is simultaneously incentive compatible and envy-free. The characterization that we give lets us compute the set of Pareto-optimal mechanisms that trade off envy freeness for incentive compatibility.
When allocating indivisible resources or tasks, an envy-free allocation or equitable allocation may not exist. We present a sufficient condition and an algorithm to achieve envy-freeness and equitability when monetary transfers are allowed. The approach works for any agent valuation functions (positive or negative) as long as they satisfy superadditivity. For the case of additive utilities, we present a characterization of allocations that can simultaneously be made equitable and envy-free via payments.
Envy-free up to one good (EF1) and envy-free up to any good (EFX) are two well-known extensions of envy-freeness for the case of indivisible items. It is shown that EF1 can always be guaranteed for agents with subadditive valuations. In sharp contrast, it is unknown whether or not an EFX allocation always exists, even for four agents and additive valuations. We consider the house allocation problem, where $m$ houses are to be assigned to $n$ agents so that each agent gets exactly one house. We present a polynomial-time algorithm that determines whether an envy-free assignment exists, and if so, computes one such assignment. We also show that an envy-free assignment exists with high probability if the number of houses exceeds the number of agents by a logarithmic factor.

We consider a fair division model in which agents have general valuations for bundles of indivisible items. We propose two new axiomatic properties for allocations in this model: EF1+- and EFX+-. We compare these with the existing EF1 and EFX. Although EF1 and EF1+- allocations often exist, our results assert eloquently that EFX+- and PO allocations exist in each case where EFX and PO allocations do not exist. Additionally, we prove several new impossibility and incompatibility results.
