A (positive definite and integral) quadratic form is said to be $\textit{prime-universal}$ if it represents all primes. Recently, Doyle and Williams in [2] classified all prime-universal diagonal ternary quadratic forms, and all prime-universal diagonal quaternary quadratic forms under two conjectures proposed by themselves. In this article, we classify all prime-universal diagonal quadratic forms regardless of ranks. Furthermore, we prove, so called, $67$-Theorem for a diagonal quadratic form to be prime-universal.

In this paper, we prove a quantitative version of the statement that every nonempty finite subset of $\mathbb{N}^+$ is a set of quadratic residues for infinitely many primes of the form $[n^c]$ with $1\leqslant c\leqslant243/205$. The main goal of this note is to establish the limits of L. Zhao's techniques for counting solutions to quadratic forms in prime variables. We consider in detail the degenerate cases of off-diagonal rank 1 and 2, and improve the rank lower bounds to at least 6 and at least 8 respectively. We improve Irving's method of the double-sieve by using the DHR sieve. By extending the upper and lower sieve functions into their respective non-elementary ranges, we are able to make improvements on the previous records on the number of prime factors of irreducible polynomials at prime arguments.
