Many proximity-based tracing (PCT) protocols have been proposed and deployed to combat the spreading of COVID-19. In this paper, we take a systematic approach to analyze PCT protocols. We identify a list of desired properties of a contact tracing design from the four aspects of Privacy, Utility, Resiliency, and Efficiency (PURE). We also identify two main design choices for PCT protocols: what information patients report to the server, and which party performs the matching. These two choices determine most of the PURE properties and enable us to conduct a comprehensive analysis and comparison of the existing protocols.
With the push for contact- and proximity-tracing solutions as a means to manage the spread of the pandemic, there is a distrust between the citizens and authorities that are deploying these solutions. The efficacy of the solutions relies on meeting a minimum uptake threshold which is hitting a barrier because of a lack of trust and transparency in how these solutions are being developed. We propose participatory design as a mechanism to evoke trust and explore how it might be applied to co-create technological solutions that not only meet the needs of the users better but also expand their rea…
Digital proximity tracing (DPT) for Sars-CoV-2 pandemic mitigation is a complex intervention with the primary goal to notify app users about possible risk exposures to infected persons. Policymakers and DPT operators need to know whether their system works as expected in terms of speed or yield (performance) and whether DPT is making an effective contribution to pandemic mitigation (also in comparison to and beyond established mitigation measures, particularly manual contact tracing). Thereby, performance and effectiveness are not to be confused. Not only are there conceptual differences but a…
Digital contact tracing is one of the actions useful, in combination with other measures, to manage an epidemic diffusion of an infection disease in an after-lock-down phase. This is a very timely issue, due to the pandemic of COVID-19 we are unfortunately living. Apps for contact tracing aim to detect proximity of users and to evaluate the related risk in terms of possible contagious. Existing approaches leverage Bluetooth or GPS, or their combination, even though the prevailing approach is Bluetooth-based and relies on a decentralized model requiring the mutual exchange of ephemeral identifi…
We outline a contact-tracing strategy based on proximity sensing using mobile devices. We discuss what an ideal system should look like and what it can do. We show that, when adopted sufficiently broadly, such a contact-tracing strategy can bring COVID-19 under complete control, end the need of social distancing, and return the society to full normalcy. We also review some of the challenges faced by the current generation of proximity-sensing technologies, including Bluetooth Low Energy used by phones, and consider both interim and longer-term solutions. Our main contribution is that we reason…

As we await a vaccine, social-distancing via efficient contact tracing has emerged as the primary health strategy to dampen the spread of COVID-19. To enable efficient digital contact tracing, we present a novel system to estimate pair-wise individual proximity, via a joint model of Bluetooth Low Energy (BLE) signals with other on-device sensors (accelerometer, magnetometer, gyroscope). We explore multiple ways of interpreting the sensor data stream (time-series, histogram, etc) and use several statistical and deep learning methods to learn representations for sensing proximity. We report the …
In this work we propose a WiFi colocation methodology for digital contact tracing. The approach works by having a device scan and store nearby access point information to perform proximity inference. We make our approach resilient to different practical scenarios by configuring a device to turn into a hotspot if access points are unavailable, which makes the approach feasible in both dense urban areas and sparse rural places. We compare various shortcomings and advantages of this work over other conventional ways of doing digital contact tracing. Preliminary results indicate the feasibility of…
This document describes and analyzes a system for secure and privacy-preserving proximity tracing at large scale. This system, referred to as DP3T, provides a technological foundation to help slow the spread of SARS-CoV-2 by simplifying and accelerating the process of notifying people who might have been exposed to the virus so that they can take appropriate measures to break its transmission chain. The system aims to minimise privacy and security risks for individuals and communities and guarantee the highest level of data protection. The goal of our proximity tracing system is to determine w…
Smartphone location-based methods have been proposed and implemented as an effective alternative to traditional labor intensive contact tracing methods. However, there are serious privacy and security concerns that may impede wide-spread adoption in many societies. Furthermore, these methods rely solely on proximity to patients, based on Bluetooth or GPS signal for example, ignoring lingering effects of virus, including COVID-19, present in the environment. This results in inaccurate risk assessment and incomplete contact tracing. A new system concept, called PrivyTRAC, preserves user privacy,…
We report the development of an open-source, hardware-based contact tracer, made from readily available parts, costing less than $20USD. This work was motivated by the need for a technology-assisted contact tracer that avoids privacy issues found with those involving a mobile phone. Contact tracing is done here without the use of a mobile phone or an app at all. Instead, contact tracing is implemented using Bluetooth Low Energy on an ESP32 micro-controller. The ESP32 is used to both advertise and receive health information to others in close proximity, forming a strictly peer-to-peer contact t…
Digital contact tracing is being used by many countries to help contain COVID-19's spread in a post-lockdown world. Among the various available techniques, decentralized contact tracing that uses Bluetooth received signal strength indication (RSSI) to detect proximity is considered less of a privacy risk than approaches that rely on collecting absolute locations via GPS, cellular-tower history, or QR-code scanning. As of October 2020, there have been millions of downloads of such Bluetooth-based contract-tracing apps, as more and more countries officially adopt them. However, the effectiveness…
We present Tracer Tokens, a hardware token of privacy-preserving contact tracing utilizing Exposure Notification \cite{GAEN} protocol. Through subnetworks, we show that any disease spread by proximity can be traced such as seasonal flu, cold, regional strains of COVID-19, or Tuberculosis. Further, we show this protocol to notify $n^n$ users in parallel, providing a speed of information unmatched by current contact tracing methods.
The goal of this paper is to shed some light on the usefulness of a contact tracing smartphone app for the containment of the COVID-19 pandemic. We review the basics of contact tracing during the spread of a virus, we contextualize the numbers to the case of COVID-19 and we analyse the state of the art for proximity detection using Bluetooth Low Energy. Our contribution is to assess if there is scientific evidence of the benefit of a contact tracing app in slowing down the spread of the virus using present technologies. Our conclusion is that such evidence is lacking, and we should re-think th…
Smartphone-based electronic contact tracing is currently considered an essential tool towards easing lockdowns, curfews, and shelter-in-place orders issued by most governments around the world in response to the 2020 novel coronavirus (SARS-CoV-2) crisis. While the focus on developing smartphone-based contact tracing applications or apps has been on privacy concerns stemming from the use of such apps, an important question that has not received sufficient attention is: How reliable will such smartphone-based electronic contact tracing be? This is a technical question related to how two smartph…
We propose a decentralized digital contact tracing service that preserves the users' privacy by design while complying to the highest security standards. Our approach is based on Bluetooth and measures actual encounters of people, the contact time period, and estimates the proximity of the contact. We trace the users' contacts and the possible spread of infectious diseases while preventing location tracking of users, protecting their data and identity. We verify and improve the impact of tracking based on epidemiological models. We compare a centralized and decentralized approach on a legal pe…
The 2020 COVID-19 pandemic has led to a global lockdown with severe health and economical consequences. As a result, authorities around the globe have expressed their needs for better tools to monitor the spread of the virus and to support human labor. Researchers and technology companies such as Google and Apple have offered to develop such tools in the form of contact tracing applications. The goal of these applications is to continuously track people's proximity and to make the smartphone users aware if they have ever been in contact with positively diagnosed people, so that they could self…
During a pandemic, contact tracing is an essential tool to drive down the infection rate within a population. To accelerate the laborious manual contact tracing process, digital contact tracing (DCT) tools can track contact events transparently and privately by using the sensing and signaling capabilities of the ubiquitous cell phone. However, an effective DCT must not only preserve user privacy but also augment the existing manual contact tracing process. Indeed, not every member of a population may own a cell phone or have a DCT app installed and enabled. We present KHOVID to fulfill the com…
Throughout the course of the COVID-19 pandemic, several countries have developed and released contact tracing and exposure notification smartphone applications (apps) to help slow the spread of the disease. To support such apps, Apple and Google have released Exposure Notification Application Programming Interfaces (APIs) to infer device (user) proximity using Bluetooth Low Energy (BLE) beacons. The Private Automated Contact Tracing (PACT) team has shown that accurately estimating the distance between devices using only BLE radio signals is challenging. This paper describes the design and impl…
Contact tracing is a key tool for managing epidemic diseases like HIV, tuberculosis, and COVID-19. Manual investigations by human contact tracers remain a dominant way in which this is carried out. This process is limited by the number of contact tracers available, who are often overburdened during an outbreak or epidemic. As a result, a crucial decision in any contact tracing strategy is, given a set of contacts, which person should a tracer trace next? In this work, we develop a formal model that articulates these questions and provides a framework for comparing contact tracing strategies. T…

Contact tracing has grown in popularity as a promising solution to the COVID-19 pandemic. The benefits of automated contact tracing are two-fold. Contact tracing promises to reduce the number of infections by being able to: 1) systematically identify all of those that have been in contact with someone who has had COVID; and, 2) ensure those that have been exposed to the virus do not unknowingly infect others. "COVI" is the name of a recent contact tracing app developed by Mila and was proposed to help combat COVID-19 in Canada. The app was designed to inform each individual of their relative r…
Existing Bluetooth-based Private Contact Tracing (PCT) systems can privately detect whether people have come into direct contact with COVID-19 patients. However, we find that the existing systems lack functionality and flexibility, which may hurt the success of the contact tracing. Specifically, they cannot detect indirect contact (e.g., people may be exposed to coronavirus because of used the same elevator even without direct contact); they also cannot flexibly change the rules of "risky contact", such as how many hours of exposure or how close to a COVID-19 patient that is considered as risk…
Several governments introduced or promoted the use of contact-tracing apps during the ongoing COVID-19 pandemic. In Germany, the related app is called Corona-Warn-App, and by end of 2020, it had 22.8 million downloads. Contact tracing is a promising approach for containing the spread of the novel coronavirus. It is only effective if there is a large user base, which brings new challenges like app users unfamiliar with using smartphones or apps. As Corona-Warn-App is voluntary to use, reaching many users and gaining a positive public perception is crucial for its effectiveness. Based on app rev…
Today's smartphones are equipped with a large number of powerful value-added sensors and features such as a low power Bluetooth sensor, powerful embedded sensors such as the digital compass, accelerometer, GPS sensors, Wi-Fi capabilities, microphone, humidity sensors, health tracking sensors, and a camera, etc. These value-added sensors have revolutionized the lives of the human being in many ways such, as tracking the health of the patients and movement of doctors, tracking employees movement in large manufacturing units, and monitoring the environment, etc. These embedded sensors could also …
The emergence of novel COVID-19 causing an overload in health system and high mortality rate. The key priority is to contain the epidemic and prevent the infection rate. In this context, many countries are now in some degree of lockdown to ensure extreme social distancing of entire population and hence slowing down the epidemic spread. Further, authorities use case quarantine strategy and manual second/third contact-tracing to contain the COVID-19 disease. However, manual contact tracing is time consuming and labor-intensive task which tremendously overload public health systems. In this paper…
Contact tracing requires a strong understanding of the context of a user, and location with other sensory data could provide a context for any infection encounter. Although Bluetooth technology gives a good insight into the proximity aspect of an encounter, it does not provide any location context related to it which helps to make better decisions. Using the ideas presented in this paper, one shall be able to obtain this valuable information that could address the problem of false-positive and false-negative to a certain extent. All of this within the purview of Google/Apple Exposure Notificat…
COVID-19 has fundamentally disrupted the way we live. Government bodies, universities, and companies worldwide are rapidly developing technologies to combat the COVID-19 pandemic and safely reopen society. Essential analytics tools such as contact tracing, super-spreader event detection, and exposure mapping require collecting and analyzing sensitive user information. The increasing use of such powerful data-driven applications necessitates a secure, privacy-preserving infrastructure for computation on personal data. In this paper, we analyze two such computing infrastructures under developmen…
