Recently, Feng and Xiang \cite{FX113} found a new construction of skew Hadamard difference sets in elementary abelian groups. In this paper, we introduce a new invariant for equivalence of skew Hadamard difference sets, namely triple intersection numbers modulo a prime, and discuss inequivalence between Feng-Xiang skew Hadamard difference sets and the Paley difference sets. This paper is concerned with quasi-unbiased Hadamard matrices and weakly unbiased Hadamard matrices, which are generalizations of unbiased Hadamard matrices, equivalently unbiased bases. We will show that in a space of dimension $m$, any family of $2^{m-1}$ distinct Hadamard vectors (where you can choose x or -x but not both) can be partitioned into Hadamard matrices if and only if $m=2^n$ for some n. In this paper a method for embedding cocyclic submatrices with ``large'' determinants of orders 2t in certain cocyclic Hadamard matrices of orders 4t is described (t an odd integer). If these determinants attain the largest possible value, we are embedding D-optimal designs.
