In this paper, we introduce Adem-Cartan operads and prove that the cohomology of any algebra over such an operad is an unstable level algebra over the extended Steenrod algebra. Moreover we prove that this cohomology is endowed with secondary cohomological operations.

The Cartan formula encodes the relationship between the cup product and the action of the Steenrod algebra in $\mathbb F_p$-cohomology. In this work, we present an effective proof of the Cartan formula at the cochain level when the field is $\mathbb F_2$. More explicitly, for an arbitrary pair of cocycles and any non-negative integer, we construct a natural coboundary that descends to the associated instance of the Cartan formula. Our construction works for general algebras over the Barratt-Eccles operad, in particular, for the singular cochains of spaces.

In this paper we develop the $A_\infty$-analog of the Maurer-Cartan simplicial set associated to an $L_\infty$-algebra and show how we can use this to study the deformation theory of $\infty$-morphisms of algebras over non-symmetric operads. This structure induces non-trivial cooperations on the rational homotopy groups of an $n$-fold suspension.
