The COVID-19 crisis has emphasized the need for scientific methods such as machine learning to speed up the discovery of solutions to the pandemic. Harnessing machine learning techniques requires quality data, skilled personnel and advanced compute infrastructure. In Africa, however, machine learning competencies and compute infrastructures are limited. This paper demonstrates a cross-border collaborative capacity building approach to the application of machine learning techniques in discovering answers to COVID-19 questions.
What makes cyber risks arising from connected systems challenging during the management of a pandemic? Assuming that a variety of cyber-physical systems are already operational-collecting, analyzing, and acting on data autonomously-what risks might arise in their application to pandemic management? We already have these systems operational, collecting, and analyzing data autonomously, so how would a pandemic monitoring app be different or riskier? In this review article, we discuss the digitalization of COVID-19 pandemic management and cyber risk from connected systems.
The COVID-19 pandemic has transformed mobile health applications and telemedicine from nice to have tools into essential healthcare infrastructure. This need is particularly great for the elderly who, due to their greater risk for infection, may avoid medical facilities or be required to self-isolate. These are also the very groups at highest risk for cognitive decline. For example, during the COVID-19 pandemic artificially intelligent conversational agents were employed by hospitals and government agencies (such as the CDC) to field queries from patients about symptoms and treatments. Digital…
In this paper, we use SIR model to simulate the COVID-19 pandemic for Cincinnati Tri-State Area. We have built a representative population of Cincinnati that includes movements for traveling to stores, schools, workplaces, and traveling to friends houses. Using this model, we simulate the effect of quarantine, return to work, and panic buying. We show that that there will be a second wave of infections when people return to work and significant increase in number of infections when there is panic buying at stores with the announcement of the quarantine measures.
Rapid and affordable methods of summarizing the multitude of data relating to the pandemic can be useful to health authorities and policy makers who are dealing with the COVID-19 pandemic at various levels in the territories affected by SARSCoV-2. This is the goal of the Synthetic COVID Index, an index based on an ensemble of Unsupervised Machine Learning techniques which focuses on the identification of a latent variable present in data that contains measurement errors. This estimated latent variable can be interpreted as "the strength of the pandemic". An application to the Italian case show…
The COVID-19 global pandemic and resulted lockdown policies have forced education in nearly every country to switch from a traditional co-located paradigm to a pure online 'distance learning from home' paradigm. Lying in the center of this learning paradigm shift is the emergence and wide adoption of distance communication tools and live streaming platforms for education. Here, we present a mixed-methods study on live streaming based education experience during the COVID-19 pandemic. We focus our analysis on Chinese higher education, carried out semi-structured interviews on 30 students, and 7…

As a reaction to the high infectiousness and lethality of the COVID-19 virus, countries around the world have adopted drastic policy measures to contain the pandemic. However, it remains unclear which effect these measures, so-called non-pharmaceutical interventions (NPIs), have on the spread of the virus. In this article, we use machine learning and apply drift detection methods in a novel way to predict the time lag of policy interventions with respect to the development of daily case numbers of COVID-19 across 9 European countries and 28 US states. Our analysis shows that there are, on aver…
The constrained outbreak of COVID-19 in Mainland China has recently been regarded as a successful example of fighting this highly contagious virus. Both the short period (in about three months) of transmission and the sub-exponential increase of confirmed cases in Mainland China have proved that the Chinese authorities took effective epidemic prevention measures, such as case isolation, travel restrictions, closing recreational venues, and banning public gatherings. These measures can, of course, effectively control the spread of the COVID-19 pandemic. Meanwhile, they may dramatically change t…
Since the World Health Organization (WHO) characterized COVID-19 as a pandemic in March 2020, there have been over 600 million confirmed cases of COVID-19 and more than six million deaths as of October 2022. The relationship between the COVID-19 pandemic and human behavior is complicated. On one hand, human behavior is found to shape the spread of the disease. On the other hand, the pandemic has impacted and even changed human behavior in almost every aspect. To provide a holistic understanding of the complex interplay between human behavior and the COVID-19 pandemic, researchers have been emp…
Tracking suspected cases of COVID-19 is crucial to suppressing the spread of COVID-19 pandemic. Active monitoring and proactive inspection are indispensable to mitigate COVID-19 spread, though these require considerable social and economic expense. To address this issue, we introduce CareCall, a call-based dialog agent which is deployed for active monitoring in Korea and Japan. We describe our system with a case study with statistics to show how the system works. Finally, we discuss a simple idea which uses CareCall to support proactive inspection.
