This paper presents a dynamic Frequency Regulation (FR) model of a large interconnected power system including Energy Storage Systems (ESSs) such as Battery Energy Storage Systems (BESSs) and Flywheel Energy Storage Systems (FESSs), considering all relevant stages in the frequency control process. Communication delays are considered in the transmission of the signals in the FR control loop and ESSs, and their State of Charge (SoC) management model is considered. The system, ESSs and SoC components are modelled in detail from a FR perspective. The model is validated using real system and ESSs data, based on a practical transient stability model of the North American Eastern Interconnection (NAEI), and the results show that the proposed model accurately represents the FR process of a large interconnected power network including ESS, and can be used for long-term FR studies. The impact of communication delays and SoC management of ESS facilities in the Area Control Error (ACE) is also studied and discussed

A hybrid hydropower power plant is a conventional HydroPower Plant (HPP) augmented with a Battery Energy Storage System (BESS) to decrease the wear and tear of sensitive mechanical components and improve the reliability and regulation performance of the overall plant. A central task of controlling hybrid power plants is determining how the total power set-point should be split between the BESS and the hybridized unit (power set-point splitting) as a function of the operational objectives. This paper describes a Model Predictive Control (MPC) framework for hybrid medium- and high-head plants to…

A state-space model of the hybrid PV plant is first derived, based on which an adaptive model predictive controller is designed. The controller's objective is to control the PV and BESS to follow power setpoints sent to the the hybrid system while maintaining desired power reserves and meeting system operational constraints. Battery energy storage systems (BESSs) provide many benefits to the electricity grid, including stability, backup power, and flexibility in introducing more clean energy sources. As BESS penetration grows, knowledge of the uncertainty in the battery's state of charge (SOC) estimate is crucial for planning optimal BESS power injection trajectories. This paper proposes a framework for quantifying SOC estimation uncertainty based on battery rest periods. An uncertainty analysis is presented for a BESS participating in the frequency regulation market.
With the increased amount of volatile renewable energy sources connected to the electricity grid, and the phase-out of fossil fuel based power plants, there is an increased need for frequency regulation. On the demand side, frequency regulation services can be offered by buildings or districts that are equipped with electric heating or cooling systems, by exploiting their thermal inertia. Existing approaches for tapping into this potential typically rely on dynamic building models, which in practice can be challenging to obtain and maintain. As a result, practical implementations of such syste…

Small-scale behind-the-meter (BTM) batteries are expensive, not fully utilized, and their net value is difficult to generalize and to control for grid services. On the other hand, utility-scale shared energy storage (USSES) systems have the potential t…
Modern district heating technologies have a great potential to make the energy sector more flexible and sustainable due to their capabilities to use energy sources of varied nature and to efficiently store energy for subsequent use. Central control tasks within these systems for the efficient and safe distribution of heat refer to the stabilization of overall system temperatures and the regulation of storage units state of charge. These are challenging goals when the networked and nonlinear nature of district heating system models is taken into consideration. In this letter, for district heati…
French regulation allows consumers in low-voltage networks to form collectives to produce, share, and consume local energy under the collective self-consumption framework. A natural consequence of collectively-owned generation projects is the need to allocate production among consumers. In long-term plans, production allocation determines each of the consumers' benefits of joining the collective. In the short-term, energy should be dynamically allocated to reflect operation. This paper presents a framework that integrates long and short-term planning of a collective that shares a solar plus en…
The integration of synchronous generators and energy storage systems operated through communication networks introduces new challenges and vulnerabilities to the electric grid, where cyber attacks can corrupt sensor measurements or control inputs and interrupt functions such as frequency regulation. This paper proposes a defense methodology for the design of resilient operating constraints imposed on each generation and storage unit in order to prevent any attack sequence from driving the system's frequency to unsafe conditions. The resilient operating constraints are found by using ellipsoida…
The growing penetration of distributed energy resources (DERs) has increased the complexity of the power system due to their intermittent characteristics and lower inertial response, such as photovoltaic (PV) systems and wind turbines. This restructuring of the power system has a considerable effect on the transient response of the system resulting in inter-area oscillations, less synchronized coupling and power swings. Furthermore, the concept of being distributed itself and generating electricity from multiple locations in the power system makes the transient impact of DERs even worse by rai…
Distributed energy resources (DERs) are playing an increasing role in ancillary services for the bulk grid, particularly in frequency regulation. In this paper, we propose a framework for collections of DERs, combined to form microgrids and controlled by aggregators, to participate in frequency regulation markets. Our approach covers both the identification of bids for the market clearing stage and the mechanisms for the real-time allocation of the regulation signal. The proposed framework is hierarchical, consisting of a top layer and a bottom layer. The top layer consists of the aggregators …
A voltage regulation method for slow voltage variations at distribution level is proposed, based on a view of the loads, generators and storage along a distribution line as point weights. The "centers of mass" of the absorbed and injected currents (loads & generation, respectively) are compensated by minimizing the distance between them, through proper re-dispatching of the power of the available units and interruptible loads. The technique is recursively applied to lesser parts of the distribution line to address local phenomena and is assumed to be offered as ancillary service to the system …

The issues of uncertainty and frequency security could become significantly serious in power systems with the high penetration of volatile inverter-based renewables (IBRs). These issues make it necessary to consider the uncertainty and frequency-related constraints in the economic dispatch (ED) programs. However, existing ED studies rarely proactively optimize the control parameters of inverter-based resources related to fast regulation (e.g., virtual inertia and droop coefficients) in cooperation with other dispatchable resources to improve the system frequency security and dispatch reliabili…
In a purely inverter-based microgrid, both grid-forming (GFM) and grid-following (GFL) inverters will have a crucial role to play in frequency/voltage regulation and maintaining power sharing through their grid support capabilities. Consequently, the coordination between these two technologies becomes increasingly important for optimal system performance. However, the existing work does not consider GFL's potential to participate in a secondary control in coordination with GFM, thus not able to utilize the full capability of inverter resources. In this paper, we show that it is possible to ful…
A major concern associated to the massive connection of distributed energy resources is the increasing share of power electronic interfaces resulting in the global inertia reduction of power systems. The recent literature advocated the use of voltage source converter (VSC) interfaced battery energy storage system (BESS) as a potential way to counterbalance this lack of inertia. However, the impact of VSCs on the dynamics of reduced-inertia grids is not well understood especially with respect to large transmission grids interfacing a mix of rotating machines and resources interfaced with power …
Lithium-ion battery systems have been used in practical power systems for peak-shaving, demand response, and frequency regulation. However, a lithium-ion battery is degrading while cycling and would be scrapped when the capacity reduces to a certain threshold (e.g. 80%). Such scrapping criterion may not explore the maximum benefit from the battery storage. In this paper, we propose a novel scrapping criterion for peak-shaving energy storage based on battery efficiency, time-of-use price, and arbitrage benefit. A new battery life model with scrapping parameters is then derived using this criter…
