McClure and Smith constructed a functor that sends a topological multiplicative operad O to an E_2 algebra TotO. They define in fact an operad D_2 (acting on the totalization TotO) weakly equivalent to the little 2-disks operad. Motivated by the second author's construction of a classifying space for the group of pure symmetric automorphisms of a free product, we introduce and study a family of topological operads, the operads of based cacti, defined for every pointed topological space $(Y,\bullet)$. We show that a model of chain complex of the free loop space of a $C^\infty$-manifold, which is proposed in arxiv:1404.0153, admits an action of a certain dg operad. Several topological and homological operads based on families of projectively weighted arcs in bounded surfaces are introduced and studied. The spaces underlying the basic operad are identified with open subsets of a compactification due to Penner of a space closely related to Riemann's moduli space. Algebras over these operads are shown to be Batalin-Vilkovisky algebras, where the entire BV structure is realized simplicially. First we describe a class of homotopy Frobenius algebras via cyclic operads which we call cyclic $A_\infty$ algebras. We then define a suitable new combinatorial operad which acts on the Hochschild cochains of such an algebra in a manner which encodes the homotopy BV structure. This is a revision of a paper first posted June 4, 2001. It will appear in the Journal of the AMS. In this paper we construct a small $E_\infty$ chain operad $§$ which acts naturally on the normalized cochains $S^*X$ of a topological space. We also construct, for each $n$, a suboperad $§_n$ which is quasi-isomorphic to the normalized singular chains of the little $n$-cubes operad. The case $n=2$ leads to a substantial simplification of our earlier proof of Deligne's Hochschild cohomology conjecture.
This is the first of two papers in which we prove that a cell model of the moduli space of curves with marked points and tangent vectors at the marked points acts on the Hochschild co--chains of a Frobenius algebra.
