Rate-control is essential to ensure efficient video delivery. Typical rate-control algorithms rely on bit allocation strategies, to appropriately distribute bits among frames. As reference frames are essential for exploiting temporal redundancies, intra frames are usually assigned a larger portion of the available bits. In this paper, an accurate method to estimate number of bits and quality of intra frames is proposed, which can be used for bit allocation in a rate-control scheme. The algorithm is based on deep learning, where networks are trained using the original frames as inputs, while distortions and sizes of compressed frames after encoding are used as ground truths. Two approaches are proposed where either local or global distortions are predicted.

Convolutional neural network (CNN)-based filters have achieved great success in video coding. However, in most previous works, individual models are needed for each quantization parameter (QP) band. This paper presents a generic method to help an arbitrary CNN-filter handle different quantization noise. We model the quantization noise problem and implement a feasible solution on CNN, which introduces the quantization step (Qstep) into the convolution. When the quantization noise increases, the ability of the CNN-filter to suppress noise improves accordingly. This method can be used directly to…

Video coding algorithms encode and decode an entire video frame while feature coding techniques only preserve and communicate the most critical information needed for a given application. This is because video coding targets human perception, while feature coding aims for machine vision tasks. Recently, attempts are being made to bridge the gap between these two domains. In this work, we propose a video coding framework by leveraging on to the commonality that exists between human vision and machine vision applications using cuboids. This is because cuboids, estimated rectangular regions over …
The past decade has witnessed great success of deep learning technology in many disciplines, especially in computer vision and image processing. However, deep learning-based video coding remains in its infancy. This paper reviews the representative works about using deep learning for image/video coding, which has been an actively developing research area since the year of 2015. We divide the related works into two categories: new coding schemes that are built primarily upon deep networks (deep schemes), and deep network-based coding tools (deep tools) that shall be used within traditional codi…
Encoders of AOM/AV1 codec consider an input video sequence as succession of frames grouped in Golden-Frame (GF) groups. The coding structure of a GF group is fixed with a given GF group size. In the current AOM/AV1 encoder, video frames are coded using a hierarchical, multilayer coding structure within one GF group. It has been observed that the use of multilayer coding structure may result in worse coding performance if the GF group presents consistent stillness across its frames. This paper proposes a new approach that adaptively designs the Golden-Frame (GF) group coding structure through t…
The paper deals with Video Coding for Machines that is a new paradigm in video coding related to consumption of decoded video by humans and machines. For such tasks, joint transmission of compressed video and features is considered. In this paper, we focus our considerations of features on SIFT keypoints. They can be extracted from the decoded video with losses in number of keypoints and their parameters as compared to the SIFT keypoints extracted from the original video. Such losses are studied for HEVC and VVC as functions of the quantization parameter and the bitrate. In the paper, we propo…

We investigate the motion compensation for plenoptic video coding from a slightly different perspective by looking at the problem in the ray-space domain instead of in the conventional pixel domain. Here, we develop a novel motion compensation scheme for lenslet video under two sub-cases of ray-space motion, that is, integer ray-space motion and fr…
Under the limited storage, computing and network bandwidth resources, the video compression coding technology plays an important role for visual communication. This paper introduces a practical learned video codec. Conditional coding and quantization gain vectors are used to provide flexibility to a single encoder/decoder pair, which is able to compress video sequences at a variable bitrate. The flexibility is leveraged at test time by choosing the rate and GOP structure to optimize a rate-distortion cost. Using the CLIC21 video test conditions, the proposed approach shows performance on par with HEVC.
In-loop filtering is used in video coding to process the reconstructed frame in order to remove blocking artifacts. With the development of convolutional neural networks (CNNs), CNNs have been explored for in-loop filtering considering it can be treated as an image de-noising task. However, in addition to being a distorted image, the reconstructed frame is also obtained by a fixed line of block based encoding operations in video coding. It carries coding-unit based coding distortion of some similar characteristics. Therefore, in this paper, we address the filtering problem from two aspects, gl…

Such a conventional design for video coding standard is not optimal when the compressed video is used by co…

Versatile video coding (VVC) is the next generation video coding standard developed by the joint video experts team (JVET) and released in July 2020. VVC introduces several new coding tools providing a significant coding gain over the high efficiency video coding (HEVC) standard. It is well known that increasing the coding efficiency adds more dependencies in the video bitstream making format-compliant encryption with the standard more challenging. In this paper we tackle the problem of selective encryption of the VVC standard in format-compliant and constant bitrate. These two constraints ens…

In this novel coding chain, the reference-based DCNN learns the direct mapping from low-resolution (LR) compressed video to their high-resolution (HR) clean version at the decoder side. We further improve recon…

Furthermore, results indicate that the energy demand increases by up to 207% wh…

We propose in this paper a new paradigm for facial video compression. We leverage the generative capacity of GANs such as StyleGAN to represent and compress a video, including intra and inter compression. Each frame is inverted in the latent space of StyleGAN, from which the optimal compression is learned. To do so, a diffeomorphic latent representation is learned using a normalizing flows model, where an entropy model can be optimized for image coding. In addition, we propose a new perceptual loss that is more efficient than other counterparts. Finally, an entropy model for video inter coding…

Video coding is a mathematical optimization problem of rate and distortion essentially. To solve this complex optimization problem, two popular video coding frameworks have been developed: block-based hybrid video coding and end-to-end learned video coding. If we rethink video coding from the perspective of optimization, we find that the existing two frameworks represent two directions of optimization solutions. Block-based hybrid coding represents the discrete optimization solution because those irrelevant coding modes are discrete in mathematics. It searches for the best one among multiple s…
The upcoming video coding standard, Versatile Video Coding (VVC), has shown great improvement compared to its predecessor, High Efficiency Video Coding (HEVC), in terms of bitrate saving. In this work, we exploit Convolutional Neural Networks (CNN) to enhance quality of VVC coded frames after decoding in order to reduce low bitrate artifacts. The main contribution of this work is the use of coding information from…
Aerial surveillance from Unmanned Aerial Vehicles (UAVs), i.e. with moving cameras, is of growing interest for police as well as disaster area monitoring. We employ an existing ROI coding system relying on global motion compensation to retain full image…
The prediction step is a very important part of hybrid video codecs for effectively compressing video sequences. Reusing this highly op timized filter allows for a very low computational complexity of this prediction mode and an average rate reduction of up to 7.2% can be achieved.

Its flexibility is assessed under three coding configurations (All Intra, Low-delay P and Random Access), where it is shown to achieve performance competitive with the state-of-the-art video codec HEVC.

Scalable video coding (SVC) is extended from its predecessor advanced video coding (AVC) because of its flexible transmission to all type of gadgets. However, SVC is more flexible and scalable than AVC, but it is more complex in determining the computations than AVC. The traditional full search method in the standard H.264 SVC consumes more encoding time for computation. This complexity in computation need to be reduced and many fast mode decision (FMD) algorithms were developed, but many fail to balance in all the three measures such as peak signal to noise ratio (PSNR), encoding time and bit…

CANF-VC represents a new attempt that leverages the conditional ANF to learn a video generative model for conditional inter-frame coding…
Images and videos captured by fisheye cameras exhibit strong radial distortions due to their large field of view. Conventional intra-frame as well as inter-frame prediction techniques as employed in hybrid video coding schemes are not designed to cope with such distortions, however. So far, captured fish-eye data has been coded and stored without consideration to any loss in efficiency resulting from radial distortion. This paper investigates the effects on the coding efficiency when applying distortion correction as a pre-processing step as opposed to the state-of-the-art method of post-proce…

Furthermore, they require separate models for variable-rate coding. To address these issues, this work presents an attempt…
