We give a purely topological definition of the perturbative quantum invariants of links and 3-manifolds associated with Chern-Simons field theory. Our definition is as close as possible to one given by Kontsevich. We will also establish some basic properties of these invariants, in particular that they are universally finite type with respect to algebraically split surgery and with respect to Torelli surgery. Torelli surgery is a mutual generalization of blink surgery of Garoufalidis and Levine and clasper surgery of Habiro.

Cut and paste invariants of manifolds via algebraic K-theory

Recent work of Jonathan Campbell and Inna Zakharevich has focused on building machinery for studying scissors congruence problems via algebraic $K$-theory, and applying these tools to studying the Grothendieck ring of varieties. In this paper we give a new application of their framework: we construct a $K$-space that recovers the classical $\mathrm{SK}$ ("schneiden und kleben," German for "cut and paste") groups for manifolds on $π_0$, and we construct a derived version of the Euler characteristic.

Relating Cut and Paste Invariants and TQFTs

In this paper, we shall be concerned with a relation between TQFTs and cut and paste invariants introduced by Karras, Kreck, Neumann and Ossa. A cut-and-paste approach to contact topology

Contact structures on 3-manifolds are analyzed by decomposing the manifold along convex surfaces. Background results of Giroux, Eliashberg, Colin, and Honda are discussed with an emphasis on examples. Convex decompositions are then used to give a new proof of the Gabai-Eliashberg-Thurston Theorem on the existence of universally tight contact structures and also to study the contact topology of a space in the presence or absence of tori. The Milnor triple-linking number of string links by cut-and-paste topology

Bott and Taubes constructed knot invariants by integrating differential forms along the fiber of a bundle over the space of knots, generalizing the Gauss linking integral. Bott and Taubes used integrals over configuration spaces to produce finite-type a.k.a. Vassiliev knot invariants. Families of four dimensional manifolds that become mutually diffeomorphic after one stabilization

In this paper, we will introduce a cut and paste move, called a geometrically null log transform, and prove that any two manifolds related by a sequence of these moves become diffeomorphic afte r one stabilization. To motivate the cut and paste move, we will use the symplec tic fiber sum, and a construction of Fintushel and Stern to construct several large families of 4-manifolds. We will then proceed to prove that the members of any one of these families become diffeomorphic after one stabilization. Finally, we will compute the Seiberg-Witten invariants of each member of each of the families.

Multisections of 4-manifolds

We introduce multisections of smooth, closed 4-manifolds, which generalize trisections to decompositions with more than three pieces. This decomposition describes an arbitrary smooth, closed 4-manifold as a sequence of cut systems on a surface. On the quantum Teichmüller invariants of fibred cusped 3-manifolds

We show that the reduced quantum hyperbolic invariants of pseudo-Anosov diffeomorphisms of punctured surfaces are intertwiners of local representations of the quantum Teichmüller spaces. We characterize them as the only intertwiners that satisfy certain natural cut-and-paste operations of topological quantum field theories and such that their traces define invariants of mapping tori.

A class of tight contact structures on Sigma_2 x I

We employ cut and paste contact topological techniques to classify some tight contact structures on the closed, oriented genus-2 surface times the interval. A boundary condition is specified so that the Euler class of the of the contact structure vanishes when evaluated on each boundary component. We prove that there exists a unique, non-product tight contact structure in this case.

Surgery formula for Seiberg--Witten invariants of negative definite plumbed 3-manifolds

We derive a cut-and-paste surgery formula of Seiberg--Witten invariants for negative definite plumbed rational homology 3-spheres. It is similar to (and motivated by) Okuma's recursion formula [arXiv:math.AG/0610464, 4.5] targeting analytic invariants of splice quotient singularities. The two formulas combined provide automatically a proof of the equivariant version [arXiv:math.AG/0310084, 5.2(b)] of the `Seiberg--Witten invariant conjecture' [arXiv:math.AG/0111298] for these singularities.

Symplectic fillings of Seifert fibered spaces

We give finiteness results and some classifications up to diffeomorphism of minimal strong symplectic fillings of Seifert fibered spaces over S^2 satisfying certain conditions, with a fixed natural contact structure. In some cases we can prove that all symplectic fillings are obtained by rational blow-downs of a plumbing of spheres. In other cases, we produce new manifolds with convex symplectic boundary, thus yielding new cut-and-paste operations on symplectic manifolds containing certain configurations of symplectic spheres.

Finite-type invariants of three-manifolds and the dimension subgroup problem

For a certain class of compact oriented 3-manifolds, M. Goussarov and K. Habiro have conjectured that the information carried by finite-type invariants should be characterized in terms of ``cut-and-paste'' operations defined by the lower central series of the Torelli group of a surface. In this paper, we observe that this is a variation of a classical problem in group theory, namely the ``dimension subgroup problem.'' Surgery along star shaped plumbings and exotic smooth structures on 4-manifolds

We define a new 4-dimensional symplectic cut and paste operation which is analogous to Fintushel and Stern's rational blow-down. We use this operation to produce multiple constructions of symplectic smoothly exotic complex projective space blown-up eight times, seven times, and six times. We also show how this operation can be used in conjunction with knot surgery to construct an infinite family of minimal exotic smooth structures on the complex projective space blown-up seven times.
