We construct the entire generalized Kac-Moody Lie algebra as a quotient of the positive part of another generalized Kac-Moody Lie algebra. The positive part of a generalized Kac-Moody Lie algebra can be constructed from representations of quivers using Ringel's Hall algebra construction. Thus we give a direct realization of the entire generalized Kac-Moody Lie algebra.

We introduce a generalization of the classical Hall-Littlewood and Kostka-Foulkes polynomials to all symmetrizable Kac-Moody algebras. We prove that these Kostka-Foulkes polynomials coincide with the natural generalization of Lusztig's $t$-analog of weight multiplicities, thereby extending a theorem of Kato. For $g$ an affine Kac-Moody algebra, we define $t$-analogs of string functions and use Cherednik's constant term identities to derive explicit product expressions for them.

Starting from some linear algebraic data (a Weyl-group invariant bilinear form) and some arithmetic data (a bilinear Steinberg symbol), we construct a cover of a Kac-Moody group generalizing the work of Matsumoto. Specializing our construction over non-archimedean local fields, for each positive integer n we obtain the notion of $n$-fold metaplectic covers of Kac-Moody groups.
