Modern industrial control systems (ICS) are susceptible to cyber attacks triggering safety failures in the operational technology (OT) layer. The traditional way to mitigate any failure in OT is to implement safety responses. However, we show in this work that these responses can open up new attack surfaces, thereby vastly expanding the scope of lateral movement. Existing frameworks model cyber-to-physical escalation but provide no mechanism to reason about how these safety responses to OT-failures can trigger new cascading cyber attacks in the Information Technology (IT) layer. To enable such reasoning, we introduce Safety Graph (SG), a formal framework unifying three paradigms - Attack Graphs (AG), Fault Trees (FT), and Event Trees (ET) - over a shared propositional state space, capturing the full bidirectional IT-OT cascade. We provide a sound and complete compilation of SG to a classical AI planning problem, performing plan search using A* to find cross-layer cascade paths. Through a Web3D modeling and simulation of the Tennessee Eastman chemical process plant, which is a widely used chemical engineering benchmark serving as a standard for testing control, monitoring and fault propagation, we demonstrate that the planning compilation of SG automatically discovers safety-response-induced lateral movements, and identifies the responsible barriers that are unidentifiable under existing models. A complexity and scalability analysis characterizes how the planning compilation of SG scales with model size and cascade depth. To the best of our knowledge, SG is the first framework to formally model IT-OT attacks and enable operators to explore the problem of cyber attacks triggering cascading failures in ICS.
The increasing critical dependencies on Internetof-Things (IoT) have raised security concerns; its application on the critical infrastructures (CIs) for power generation has come under massive cyber-attack over the years. Prior research efforts to understand cybersecurity from Cyber Situational Awareness (CSA) perspective fail to critically consider the various Cyber Situational Awareness (CSA) security vulnerabilities from a human behavioural perspective in line with the CI. This study evaluates CSA elements to predict cyber-attacks in the power generation sector. Data for this research artic…
Cyber-attacks are increasing and varying dramatically day by day. It has become challenging to control cyber-attacks and to identify the perpetrators and their intentions. In general, the analysis of the intentions of cyber-attacks is one of the main challenges in digital forensics. In many cases of cyber-attacks, the analysis of the intent of the attacks determines the strategy and tools used in the attack, thus facilitating the process of identifying the perpetrator of the attack with greater accuracy. In this paper a model will be proposed to analyze the intentions of cyber-attacks. In this…
We apply formal methods to lay and streamline theoretical foundations to reason about Cyber-Physical Systems (CPSs) and cyber-physical attacks. We focus on %a formal treatment of both integrity and DoS attacks to sensors and actuators of CPSs, and on the timing aspects of these attacks. Our contributions are threefold: (1) we define a hybrid process calculus to model both CPSs and cyber-physical attacks; (2) we define a threat model of cyber-physical attacks and provide the means to assess attack tolerance/vulnerability with respect to a given attack; (3) we formalise how to estimate the impac…
Cyber-physical systems (CPS) are composed of various embedded subsystems and require specialized software, firmware, and hardware to coordinate with the rest of the system. These multiple levels of integration expose attack surfaces which can be susceptible to attack vectors that require novel architectural methods to effectively secure against. We present a multilevel hierarchical monitor architecture cybersecurity approach applied to a flight control system. However, the principles present in this paper apply to any CPS. Additionally, the real-time nature of these monitors allow for adaptabl…
Rapidly-changing cloud environments that consist of heavily interconnected components are difficult to secure. Existing solutions often try to correlate many weak indicators to identify and reconstruct multi-step cyber attacks. The lack of a true, causal link between most of these indicators still leaves administrators with a lot of false-positives to browse through. We argue that cyber deception can improve the precision of attack detection systems, if used in a structured, and automatic way, i.e., in the form of so-called tripwires that ultimately span an attack graph, which assists attack r…
The Advanced Metering Infrastructure (AMI) is a vital element in the current development of the smart grid. AMI technologies provide electric utilities with an effective way of continuous monitoring and remote control of smart grid components. However, owing to its increasing scale and cyber-physical nature, the AMI has been faced with security threats in both cyber and physical domains. This paper provides a comprehensive review of the crucial cyber-physical attacks and counter defense mechanisms in the AMI. First, two attack surfaces are surveyed in the AMI including the communication networ…
As Critical National Infrastructures are becoming more vulnerable to cyber attacks, their protection becomes a significant issue for any organization as well as a nation. Moreover, the ability to attribute is a vital element of avoiding impunity in cyberspace. In this article, we present main threats to critical infrastructures along with protective measures that one nation can take, and which are classified according to legal, technical, organizational, capacity building, and cooperation aspects. Finally we provide an overview of current methods and practices regarding cyber attribution and c…
Cyber attacks are becoming more sophisticated and diverse, making detection increasingly challenging. To combat these attacks, security practitioners actively summarize and exchange their knowledge about attacks across organizations in the form of cyber threat intelligence (CTI) reports. However, as CTI reports written in natural language texts are not structured for automatic analysis, the report usage requires tedious manual efforts of cyber threat intelligence recovery. Additionally, individual reports typically cover only a limited aspect of attack patterns (techniques) and thus are insuff…
Characterizing attacker behavior with respect to Cyber-Physical Systems is important to assuring the security posture and resilience of these systems. Classical cyber vulnerability assessment approaches rely on the knowledge and experience of cyber-security experts to conduct security analyses and can be inconsistent where the experts' knowledge and experience are lacking. This paper proposes a flexible attacker modeling framework that aids in the security analysis process by simulating a diverse set of attacker behaviors to predict attack progression and provide consistent system vulnerabilit…
The transformation of power grids into intelligent cyber-physical systems brings numerous benefits, but also significantly increases the surface for cyber-attacks, demanding appropriate countermeasures. However, the development, validation, and testing of data-driven countermeasures against cyber-attacks, such as machine learning-based detection approaches, lack important data from real-world cyber incidents. Unlike attack data from real-world cyber incidents, infrastructure knowledge and standards are accessible through expert and domain knowledge. Our proposed approach uses domain knowledge …
While digitization of distribution grids through information and communications technology brings numerous benefits, it also increases the grid's vulnerability to serious cyber attacks. Unlike conventional systems, attacks on many industrial control systems such as power grids often occur in multiple stages, with the attacker taking several steps at once to achieve its goal. Detection mechanisms with situational awareness are needed to detect orchestrated attack steps as part of a coherent attack campaign. To provide a foundation for detection and prevention of such attacks, this paper address…

If cyber incidents are predicted a reasonable amount of time before they occur, defensive actions to prevent their destructive effects could be planned. Unfortunately, most of the time we do not have enough observables of the malicious activities before they are already under way. Therefore, this work suggests to use unconventional signals extracted from various data sources with different time granularities to predict cyber incidents for target entities. A Bayesian network is used to predict cyber attacks where the unconventional signals are used as indicative random variables. This work also…
An Unsupervised Learning Approach For A Reliable Profiling Of Cyber Threat Actors Reported Globally Based On Complete Contextual Information Of Cyber Attacks
Recent years have shown us the importance of cybersecurity. Especially, when the matter is national security, it is even more essential and crucial. Increasing cyber attacks, especially between countries in governmental level, created a new term cyber warfare. Creating some rules and regulations for this kind of war is necessary therefore international justice systems are working on it continuously. In this paper, we mentioned fundamental terms of cybersecurity, cyber capabilities of some countries, some important cyber attacks in near past, and finally, globally applied cyber warfare law for …
Recent web-based cyber attacks are evolving into a new form of attacks such as private information theft and DDoS attack exploiting JavaScript within a web page. These attacks can be made just by accessing a web site without distribution of malicious codes and infection. Script-based cyber attacks are hard to detect with traditional security equipments such as Firewall and IPS because they inject malicious scripts in a response message for a normal web request. Furthermore, they are hard to trace because attacks such as DDoS can be made just by visiting a web page. Due to these reasons, it is …
Cybersecurity of industrial control system is a very complex and challenging research topic, due to the integration of these systems in national critical infrastructures. The control systems are now interconnected in industrial networks and frequently to the Internet. In this context they are becoming targets of various cyber attacks conducted by malicious people such as hackers, script kiddies, industrial spies and even foreign armies and intelligence agencies. In this paper the authors propose a way to model the most frequent attacker profiles and to estimate the success rate of an attack co…
Understanding smart grid cyber attacks is key for developing appropriate protection and recovery measures. Advanced attacks pursue maximized impact at minimized costs and detectability. This paper conducts risk analysis of combined data integrity and availability attacks against the power system state estimation. We compare the combined attacks with pure integrity attacks - false data injection (FDI) attacks. A security index for vulnerability assessment to these two kinds of attacks is proposed and formulated as a mixed integer linear programming problem. We show that such combined attacks ca…
The ever increasing number of cyber attacks requires the cyber security and forensic specialists to detect, analyze and defend against the cyber threats in almost realtime. In practice, timely dealing with such a large number of attacks is not possible without deeply perusing the attack features and taking corresponding intelligent defensive actions, this in essence defines cyber threat intelligence notion. However, such an intelligence would not be possible without the aid of artificial intelligence, machine learning and advanced data mining techniques to collect, analyse, and interpret cyber…
As the amount of cyber data continues to grow, cyber network defenders are faced with increasing amounts of data they must analyze to ensure the security of their networks. In addition, new types of attacks are constantly being created and executed globally. Current rules-based approaches are effective at characterizing and flagging known attacks, but they typically fail when presented with a new attack or new types of data. By comparison, unsupervised machine learning offers distinct advantages by not requiring labeled data to learn from large amounts of network traffic. In this paper, we pre…
Cybersecurity risks are often managed by reducing the system's attack surface, which includes minimizing the number of interconnections, privileges, and impacts of an attack. While attack surface reduction techniques have been frequently deployed in more traditional information technology (IT) domains, metrics tailored to cyber-physical systems (CPS) have not yet been identified. This paper introduces attack surface analysis metrics and algorithms to evaluate the attack surface of a CPS. The proposed approach includes both physical system impact metrics, along with a variety of cyber system pr…
Recently, botnets such as Mirai and Persirai targeted IoT devices on a large scale. We consider attacks by botnets on cyber-physical systems (CPS), which require advanced capabilities such as controlling the physical processes in real-time. Traditional botnets are not suitable for this goal mainly because they lack process control capabilities, are not optimized for low latency communication, and bots generally do not leverage local resources. We argue that such attacks would require cyber-physical botnets. A cyber-physical botnet needs coordinated and heterogeneous bots, capable of performing…
Connected vehicle (CV) systems are cognizant of potential cyber attacks because of increasing connectivity between its different components such as vehicles, roadside infrastructure and traffic management centers. However, it is a challenge to detect security threats in real-time and develop appropriate/effective countermeasures for a CV system because of the dynamic behavior of such attacks, high computational power requirement and a historical data requirement for training detection models. To address these challenges, statistical models, especially change point models, have potentials for r…
Recent years have seen exponential development in wireless sensor devices and their rebirth as IoT, as well as increased popularity in wireless home devices such as bulbs, fans, and microwave. As they can be used in various fields such as medical devices, environmental studies, fire department or military application, etc., security of these low powered devices will always be a concern for all the user and security experts. Users nowadays want to control all these "smart" wireless home devices through their smartphones using an internet connection. Attacks such as distributed attacks on these …
It is challenging to assess the vulnerability of a cyber-physical power system to data attacks from an integral perspective. In order to support vulnerability assessment except analytic analysis, suitable platform for security tests needs to be developed. In this paper we analyze the cyber security of energy management system (EMS) against data attacks. First we extend our analytic framework that characterizes data attacks as optimization problems with the objectives specified as security metrics and constraints corresponding to the communication network properties. Second, we build a platform…
A key element in defending computer networks is to recognize the types of cyber attacks based on the observed malicious activities. Obfuscation onto what could have been observed of an attack sequence may lead to mis-interpretation of its effect and intent, leading to ineffective defense or recovery deployments. This work develops probabilistic graphical models to generalize a few obfuscation techniques and to enable analyses of the Expected Classification Accuracy (ECA) as a result of these different obfuscation on various attack models. Determining the ECA is a NP-Hard problem due to the com…
With the increasing growth of cyber-attack incidences, it is important to develop innovative and effective techniques to assess and defend networked systems against cyber attacks. One of the well-known techniques for this is performing penetration testing which is carried by a group of security professionals (i.e, red team). Penetration testing is also known to be effective to find existing and new vulnerabilities, however, the quality of security assessment can be depending on the quality of the red team members and their time and devotion to the penetration testing. In this paper, we propose…
The ever-evolving capabilities of cyber attackers force security administrators to focus on the early identification of emerging threats. Targeted cyber attacks usually consist of several phases, from initial reconnaissance of the network environment to final impact on objectives. This paper investigates the identification of multi-step cyber threat scenarios using kill chain and attack graphs. Kill chain and attack graphs are threat modeling concepts that enable determining weak security defense points. We propose a novel kill chain attack graph that merges kill chain and attack graphs togeth…
Attacks in cyberspace have got attention due to risk at privacy, breach of trust and financial losses for individuals as well as organizations. In recent years, these attacks have become more complex to analyze technically, as well as to detect and prevent from accessing confidential data. Although there are many methodologies and mechanisms which have been suggested for cyber-attack detection and prevention, but not from the perspective of an attacker. This paper presents the cyber-defence as hindrances, faced by the attacker, by understanding attack thread and defence possibilities with exis…
Recent trends in targeted cyber-attacks has increased the interest of research in the field of cyber security. Such attacks have massive disruptive effects on rganizations, enterprises and governments. Cyber kill chain is a model to describe cyber-attacks so as to develop incident response and analysis capabilities. Cyber kill chain in simple terms is an attack chain, the path that an intruder takes to penetrate information systems over time to execute an attack on the target. This paper broadly categories the methodologies, techniques and tools involved in cyber-attacks. This paper intends to…
Social engineering attacks are phenomena that are equally applicable to both the physical world and cyberspace. These attacks in the physical world have been studied for a much longer time than their counterpart in cyberspace. This motivates us to investigate how social engineering attacks in the physical world and cyberspace relate to each other, including their common characteristics and unique features. For this purpose, we propose a methodology to unify social engineering attacks and defenses in the physical world and cyberspace into a single framework, including: (i) a systematic model ba…
We model the risk posed by a malicious cyber-attacker seeking to induce grid insecurity by means of a load redistribution attack, while explicitly acknowledging that such an actor would plausibly base its decision strategy on imperfect information. More specifically, we introduce a novel formulation for the cyber-attacker's decision-making problem and analyze the distribution of decisions taken with randomly inaccurate data on the grid branch admittances or capacities, and the distribution of their respective impact. Our findings indicate that inaccurate admittance values most often lead to su…
Rigorously characterizing the statistical properties of cyber attacks is an important problem. In this paper, we propose the {\em first} statistical framework for rigorously analyzing honeypot-captured cyber attack data. The framework is built on the novel concept of {\em stochastic cyber attack process}, a new kind of mathematical objects for describing cyber attacks. To demonstrate use of the framework, we apply it to analyze a low-interaction honeypot dataset, while noting that the framework can be equally applied to analyze high-interaction honeypot data that contains richer information ab…
A cyber-attack is a malicious attempt by experienced hackers to breach the target information system. Usually, the cyber-attacks are characterized as hybrid TTPs (Tactics, Techniques, and Procedures) and long-term adversarial behaviors, making the traditional intrusion detection methods ineffective. Most existing cyber-attack detection systems are implemented based on manually designed rules by referring to domain knowledge (e.g., threat models, threat intelligences). However, this process is lack of intelligence and generalization ability. Aiming at this limitation, this paper proposes an int…
The COVID-19 pandemic was a remarkable unprecedented event which altered the lives of billions of citizens globally resulting in what became commonly referred to as the new-normal in terms of societal norms and the way we live and work. Aside from the extraordinary impact on society and business as a whole, the pandemic generated a set of unique cyber-crime related circumstances which also affected society and business. The increased anxiety caused by the pandemic heightened the likelihood of cyber-attacks succeeding corresponding with an increase in the number and range of cyber-attacks. This…
Cyber-attacks have become as commonplace as the Internet itself. Each year, industry reports, media outlets and academic articles highlight this increased prevalence, spanning both the amount and variety of attacks and cybercrimes. In this article, we seek to further advance discussions on cyber threats, cognitive vulnerabilities and cyberpsychology through a critical reflection on the social and psychological aspects related to cyber-attacks. In particular, we are interested in understanding how members of the public perceive and engage with risk and how they are impacted during and after a c…

Recently, neural network (NN)-based methods, including autoencoders, have been proposed for the detection of cyber attacks targeting industrial control systems (ICSs). Such detectors are often retrained, using data collected during system operation, to cope with the natural evolution (i.e., concept drift) of the monitored signals. However, by exploiting this mechanism, an attacker can fake the signals provided by corrupted sensors at training time and poison the learning process of the detector such that cyber attacks go undetected at test time. With this research, we are the first to demonstr…
We expect an increase in the frequency and severity of cyber-attacks that comes along with the need for efficient security countermeasures. The process of attributing a cyber-attack helps to construct efficient and targeted mitigating and preventive security measures. In this work, we propose an argumentation-based reasoner (ABR) as a proof-of-concept tool that can help a forensics analyst during the analysis of forensic evidence and the attribution process. Given the evidence collected from a cyber-attack, our reasoner can assist the analyst during the investigation process, by helping him/he…
One of the significant challenges that smart grid networks face is cyber-security. Several studies have been conducted to highlight those security challenges. However, the majority of these surveys classify attacks based on the security requirements, confidentiality, integrity, and availability, without taking into consideration the accountability requirement. In addition, some of these surveys focused on the Transmission Control Protocol/Internet Protocol (TCP/IP) model, which does not differentiate between the application, session, and presentation and the data link and physical layers of th…
