In this paper, we consider the problem of determining in polynomial time whether a given planar point set $P$ of $n$ points admits 4-connected triangulation. We propose a necessary and sufficient condition for recognizing $P$, and present an $O(n^3)$ algorithm of constructing a 4-connected triangulation of $P$. Given a finite simple triangulation, we estimate the sizes of circles in its circle packing in terms of Cannon's vertex extremal length. Our estimates provide control over the size of the largest circle in the packing. We show that the maximum number of convex polygons in a triangulation of $n$ points in the plane is $O(1.5029^n)$. This improves an earlier bound of $O(1.6181^n)$ established by van Kreveld, Löffler, and Pach (2012) and almost matches the current best lower bound of $Ω(1.5028^n)$ due to the same authors.
